[News] Trump’s Action Plan Drives U.S. AI Effort, with TSMC Arizona Reportedly at Forefront

As noted by The Wall Street Journal, the Trump administration unveiled  “America’s AI Action Plan” yesterday, outlining measures to help tech companies accelerate the construction of data centers for training AI models and securing sufficient power. Meanwhile, according to Commercial Times, sources indicate that TSMC is expected to play a leading role in large-scale AI chip supply, with its Arizona fabs advancing rapidly to meet surging U.S. demand.

The plan is also expected to benefit key players across the AI supply chain. Commercial Times notes that NVIDIA’s key suppliers — Wistron and Foxconn — are building AI server production lines in Texas. Pilot production is scheduled for Q4 2025, with mass production expected in the first half of 2026, supporting NVIDIA’s AI infrastructure expansion in the U.S., the report adds.

Commercial Times also reports that downstream system providers such as Wiwynn and Inventec aim to begin volume production in the U.S. by the end of this year. Meanwhile, Quanta is continuing to expand its new facility in Tennessee while maintaining high utilization rates at its existing California lines, as the report highlights.

As Reuters notes, the expected growth in AI product exports promoted by the plan could benefit leading chipmakers like NVIDIA and AMD, as well as cloud service providers such as Google, Microsoft, OpenAI, and Meta.

TSMC Accelerates U.S. Expansion

During TSMC’s second-quarter 2025 earnings call, CEO C.C. Wei confirmed that construction of the second Arizona fab—designed for 3nm production—has been completed. He also stated that TSMC is expediting its volume production schedule by several quarters to meet customer demand. Wei further noted that construction has begun on the third fab, which will adopt the 2nm and A16 processes, with efforts underway to accelerate its production timeline as well.

TSMC’s U.S. expansion will form a giga-fab cluster in Arizona. Once completed, approximately 30% of the company’s 2nm and more advanced capacity will be located in the state. In total, TSMC has committed $165 billion to its U.S. expansion, which includes six fabs, two advanced packaging facilities, and one R&D center.

According to Economic Daily News, TSMC recently reported Q2 revenue of USD 30.07 billion, setting a new record high. Institutional investors cited in the report note that AI-related business accounted for over one-third of the quarter’s total, exceeding USD 10 billion for the first time.
