[News] Fujian to Build IC and Optoelectronics Industry Clusters in 15th Five-Year Plan, Targeting RMB 300 Billion in Total Output Value
The People’s Government of Fujian Province recently issued the “Development Plan for Emerging and Future Industries During the 15th Five-Year Plan” (hereinafter referred to as the “Plan”).
According to the Plan, by 2030, Fujian aims for strategic emerging industrial output to account for approximately 35% of its total industrial output above a designated scale, with annual R&D expenditure growing by an average of 10%.
The province plans to cultivate a trillion-yuan new energy industry cluster, drive the new materials cluster past CNY 900 billion, and advance the integrated circuit (IC) and optoelectronics cluster beyond CNY 300 billion.
Additionally, it aims to establish hundred-billion-yuan-level clusters in artificial intelligence, biomedicine, energy conservation and environmental protection, and the low-altitude economy.
During the 15th Five-Year Plan period, Fujian will focus on developing three major emerging pillar industries: new energy, new materials, as well as integrated circuits and optoelectronics.
Regarding the IC and optoelectronics sector, the Plan highlights addressing major demands in sectors like artificial intelligence. Fujian will leverage its advantages in semiconductor manufacturing and core component innovation to cultivate four key segments: integrated circuits, compound semiconductors, next-generation displays, and optoelectronic components.
Concurrently, the province will accelerate the cultivation of six key emerging engine industries: artificial intelligence, intelligent equipment, biomedicine, marine high-tech, energy conservation and environmental protection, and the low-altitude economy.
Integrated Circuits & Optoelectronics
- Integrated Circuits: Driven by the growing demand for high-computing power and low-power chips, the province will enhance capabilities in chip design, specialty process manufacturing, packaging and testing, and supporting components.
- Compound Semiconductors: Focus will center on wide-bandgap and ultra-wide-bandgap semiconductors to refine the full-value-chain industrial ecosystem.
- Next-Generation Displays: Targeting frontier display tech innovations to strengthen competitiveness in the high-end display market.
- Optoelectronic Components: Built around core materials and critical components, aiming to establish an innovation hub for optoelectronic materials and devices.
Artificial Intelligence
Capitalizing on the generative AI boom, Fujian is focusing on core technologies and key competitive sectors, actively cultivating five major tracks:
Intelligent Hardware & Terminals: Developing products like smart security and visual inspection systems; deploying smart interactive terminals including automotive smart cockpits, smartwatches, smart glasses, as well as home companionship and education devices.
Next-Generation Software: Focusing on application software, information security, and digital content; driving industry and platform software toward AI-native upgrades while cultivating comprehensive industrial digital service providers.
Vertical Domain Models: Promoting AI integration across sectors such as healthcare, public security, marine, transportation, and agriculture/forestry; developing vertical models and autonomous agents; expanding applications in manufacturing, healthcare, and supply chain management.
AI Chips: Developing smart computing chips for industrial quality control, automotive AI, and wearable sensing; deploying high-performance computing chips such as AI optical interconnects; promoting deep compatibility with operating systems to build an independent, hardware-software-coordinated ecosystem.
Advanced Computing: Leveraging intelligent computing centers to construct a cloud-edge-device collaborative computing network; advancing high-performance AI servers and edge gateways; driving breakthroughs in core technologies including computer vision and machine learning.
