[News] Panasonic Plant Fire Reportedly Puts 4% of Global High-End CCL Supply at Risk; Taiwan Makers Eye Order Shifts
A major explosion and fire at Panasonic Industrial Devices Materials Taiwan’s (PIDMTW) Hukou plant in Hsinchu on November 4 has raised concerns over supplies of high-end, ultra-low-loss copper-clad laminates (CCLs) used in AI servers. According to the Economic Daily News, the disruption could affect roughly 4% of global high-end CCL supply, potentially redirecting orders to Taiwanese CCL makers.
The estimate reflects Panasonic’s significant market presence. Supply chain sources cited by Commercial Times put its MEGTRON series at around 20% of the global high-end CCL market, with the Hukou facility accounting for another 20% of the series’ worldwide capacity—equivalent to roughly 4% of global supply.
Economic Daily News, citing industry sources, adds that the plant is a key production hub for Panasonic’s advanced MEGTRON series, including ultra-low-loss materials such as M6, M7 and M8.
On the other hand, Commercial Times notes that Panasonic’s Hukou plant primarily manufactures M6-grade materials while developing more advanced products. M8 materials, per the report, may still be in trial production, with capacity ramp-up yet to begin.
Prolonged Shutdown Risks Deepening CCL Shortages
Beyond the immediate supply impact, the duration of any production halt could pose a greater challenge. According to the Economic Daily News, citing analysts, stringent cleanroom and equipment precision requirements could make recovery a lengthy process, with equipment replacement and customer requalification potentially delaying production for several months or longer.
The timing adds to supply concerns. With NVIDIA and the four major U.S. cloud service providers (CSPs) ramping up orders amid already stretched CCL lead times, damage to Panasonic’s Hukou plant could further tighten supplies of ultra-low-loss materials, the report notes.
The disruption could also create opportunities for Taiwanese CCL suppliers, including Elite Material (EMC), Taiwan Union Technology (TUC), ITEQ and Ventec, as customers seek alternative sources, according to the Economic Daily News.
These suppliers have already been stepping up their technology roadmaps to capture growing AI server and high-performance computing demand. According to Commercial Times, EMC is developing its M10-grade EM-898K4 material, while TUC has introduced quartz-glass-cloth-based TU-963Q and glass-cloth-free resin-coated copper (RCC) solutions.
Meanwhile, Panasonic itself has been moving to expand capacity amid tightening global CCL supplies. In a March press release, the company announced plans to invest approximately 7.5 billion yen into Panasonic Industrial Devices Materials (Guangzhou) Co., Ltd. (Guangzhou Factory), to add an additional production line specifically to manufacture MEGTRON multi-layer circuit board materials, which is planned to commence initial manufacturing operations in April 2027, with mass production scheduled for later in the fiscal year.
